Update: If you still have issues after the hotfix, delete your config_mp.cfg file and restart steam so that a new one is created. This seems to have fixed many player's lag issue. This may fix the server list issue as well.
Info below taken from various forums. 1. Network Lag vs Computer stutter (Maxing out your cpu) . If anyone doesn't know the difference between a stutter and a lag-spike, it's when your CPU (or GPU) can't handle the process on your computer and gets maxed out causing a freeze-frame or "Stutter". "Lag" is when the connection between the host or server and the client has a problem, causing high ping which adds the rubber-banding known as lag
Most users are reporting cpus hitting 100% load consistently online. You can try to turn off background programs and even minimizing the graphics, but in this case it seems like the graphics card is not the issue. Still if you want to try and turn off AA and Shadows, some users are reporting a smoother game.
Kotaku discovered a forum response from a Treyarch employee staying that “the PC server browser was crushing the back-end”. We also have confirmation that the issue(s) is/are known and they are being addressed.
Some are suggesting a hot fix or patch may appear in a few weeks but who knows.
-There was about 70,000 players on the PC during launch day, while there was about 1,000,000 XBox LIVE players. It's pretty obvious who gets priority.

I also found that if you set the game to high priority and steam set to low that it helps a little

man ive tried everthing i can think of and i just cant seem to get this thing to run good. when i first get in game i will get around 30-40 fps which is playable but after a few maps mabey sooner, it will drop to like 10-15 fps and ping will be around 2 times what it was. dosent seem to matter what my grafics settings are, I am runing a 9800 gtx+ card with a 9600 amd quad core and 8 gigs of ram, so i would think i should be able to run well, I have to wonder if this has something to do with router as i have seen it said that you may have to configure router for steam, or what ever it is. dont know much about that myself and my son creep does all the router stuff and dont know how to do it either. any how I will say that the game is allsome and I hope I can play with you guys at a more competitive leavel. oh, i have changed the rate to 25000 and also max packets to 100, i dont know what other things I can do so some advise would be so much welcome frag on

oh, 1 more thing, the cpu I have althogh it is a quad core, it is also only a 2.3 gig, could this be something to do with it also?

okay well when your in main menu, open your task manager and set the game priority to low and steam to low, although the forums say set it to high, i tried opposite and it helped with my lag alot. Also try going into steam connections and changing your connection type its worth a try..
