I found this online and it has helped a ton

seta sys_sysMB - This # in the config has a much lower # than your total amount of ram for some reason. I have 4gb and this config listed 1024mb total. I changed it to 3000 which is 3/4 my total ram

seta sys_configureGHZ - Again another # where the config had weird #'s. It listed some weird # like 0.000001210313 for me. I changed this to my real CPU speed which is 3.8

Thanks Hell Yeah, but unfortunately You can change the setting, but when you enter the game they go right back to stock setting if you look. they are not changeable.

If you right click on the cfg file and go to properties click read only after a change and all is good..
